Role of Trebic City Council

As defined by the Local Government Act 1990 Trebic City Council is a corporation governed by twenty-five (25) elected representatives. Council provides services for residents and taxpayers, businesses, organizations and visitors of the city of Trebic. Total expenditure on these services is approximately $10 million per year. The community assets needed to provide these services have an estimated net value of $71,430 million.

Council concentrates on core business as defined by local and central government law. Its key roles are defined as follows:

    • Leadership, representation, decision making and advocacy on behalf of the community.
    • The strategic direction and forward planning of the City balancing private aspirations with the public good, and long term sustainability.
    • Conveying public rights and responsibilities and protecting people and the environment through the establishment and enforcement of controls on development and behavior.
    • Ensuring the provision of essential utility services through advocacy, regulation, business ownership, contracting or direct provision; using direct charges where practical; and promoting sustainability by rewarding conservation and avoiding excess monopoly profits.
    • Facilitating the provision of community lifestyle services through advocacy, partnerships, contracting and direct provision.

Also Trebic City Council ensures it provides services that:

    • are permitted or required by Central Government;
    • cannot be equally or better provided by Private operators in the long-term; and
    • contribute to achieving long-term goals and objectives for the community.

The law requires Council to ensure that it operates and delivers services efficiently and effectively.

Membership of the Trebic City Council

A total of 25 representatives is elected on a citywide basis. Out of these 25 representatives a Mayor and another seven members of Trebic City Council are appointed. Mayor and another three councilors, referred to as Deputy Mayors, work for the Trebic City Council on a full-time basis.

Elections are held every four years and anyone who is on the general electoral roll and lives in the city is eligible to vote. At the start of each four-year term, the elected representatives appoint a Mayor, Deputy Mayors and the rest of Trebic City Councilors.

COUNCILORS

Trebic City Councilors are responsible for establishing policies on behalf of the City, setting the necessary financial requirements. For this purpose they can set up special Standing Committees responsible for their particular field of activity. Committees are not delegated any decision-making power: all its decisions must be passed over to the Council in the form of recommendations. The Council is also responsible for monitoring the Chief Executive's performance in delivering the annual plan objectives.

MANAGEMENT & ORGANIZATIONAL STRUCTURE

To carry out its functions the Council employs about 170 staff representing a wide range of professional and occupational skills. Heading the staff structure is the Chief Executive to whom all staff are responsible. The Chief Executive is accountable to the Mayor and Councilors for management of the Council.
